Congress to continue Legislative Assembly boycott, terms it illegal

ITANAGAR, Mar 21: The Congress MLAs led by former Home Minister Tanga Byaling on Monday walked out from the State Assembly terming the proceeding of Legislative Assembly as illegal as the matter is subjudice with the Supreme Court and High Court as well.
After storming-out from the Assembly, Congress MLAs namely Tanga Byaling, Techi Kaso, Karya Bagang, Mama Natung, Pani Taram and Nyamar Karbak addressed the media persons here at Press Club justifying their boycott. “We have challenged the Governor’s summoning of the Assembly on December 16-17, 2015 in the Supreme Court; on this ground we are terming this Assembly illegal “said Byaling. Former Home Minister further stated that since matter is reserved with the apex court, whatever government is formed would be illegal.
Divulging reasons why the Congress MLAs attended today’s Assembly session, Byaling said, “We went to the Assembly to pay homage to PA Sangma, former Lok Sabha Speaker who died recently. Until the Supreme Court verdict comes, we will continue to protest by abstaining from Assembly session”.
Koloriang MLA Pani Taram questioned Chief Minister Kalikho Pul government’s pattern of distribution of Revised Estimate funds citing that only Rs 4.90 lakhs for C/O Seppa to Chayang Tajo road has been allotted while Rs 10 crore has been given for Museum to Dariya Putung. The distribution of funds should be done on need base rather than to individual Minister and MLA, said Taram. He further strongly condemned Pul’s government for cancelling funds under State Infrastructure Development (SIDF). “Projects under SIDF were prepared based on the Governor’s letter to every MLAs seeking submission of need based schemes upto Rs 5. Crore” Koloriang MLA claimed adding that cancellation of projects under SIDF not only overruled the governor’s order but it is also disrespecting his initiative.
He went on to claim that instead of distributing the funds to each constituency, Pul government is pumping crore of rupees in Capital Complex without knowledge of local MLA. “How can they justify Rs.4.90 lakhs for 81 kilometers road and Rs 10 crore for 2 kilometers” he questioned. Taram also pointed fingers at Planning Department for supporting such alleged illegal practice by depriving other genuine areas.
“Either this government has to give in written that it derecognises our constituencies (represented by 15 Congress MLAs) or they have to certify us that our constituency doesn’t fall under Arunachal” said 11th West Seppa MLA Mama Natung while condemning the cancellation of schemes under SIDF from Congress MLAs constituencies. Natung exhorted they will put the matter before their public and if anything goes wrong, Government will be held responsible.
The Congress MLAs stated that Pul government formed by sloganeering against corruption itself is now dipped in corruption from the beginning.
Pul for Bhutan model of hydro-power policy in State

MARCH, Mar 21: Impressed with the rapid achievement made by Bhutan Government in tapping hydropower resources, Chief Minister Kalikho Pul expressed its eagerness to adopt their developmental model in the state too.
“If Bhutan can develop its hydropower resources keeping its ecological damages at bare minimum with adequate compensation and rehabilitation to affected people such model can also be easily adopted by us,” said the chief minister while sharing his optimism with official delegates from Royal Govt of Bhutan, who were on their one-day visit to Arunachal.
“In my opinion, the Bhutan’s success story in development of hydro projects, could be replicated successfully in Arunachal, as both the region has similar cultural and geographical landscapes,” he said.
The chief minister particularly expressed his keen interest on learning the system of land compensation, types of dams being built, nature of ownership of hydropower projects and the measures taken for environmental and cultural preservation with economic development taking side by side, being followed in Bhutan.
He requested the visiting delegates to inform the King of Bhutan of such desire being expressed by the Arunachal Government.
Planning for future exchanges, Pul also requested them to bring back with them the affected people, senior people and government officials from Bhutan, who being part of their success story, could share their experiences with the people of Arunachal.
Urging Bhutan to be a partner in the development of Arunachal, he expressed that a strong trade and commercial ties between the two regions could be developed by establishing border trading centres across the border between the two.
To boost border trade, Pul informed that the state government is working on establishing road networks across the international borders in Arunachal.
Also strongly focusing on development of tourism sector for Arunachal, he hoped that the state could learn from the success story of Bhutan in promoting tourism.
To promote cultural exchanges, the chief minister informed that various language schools would be opened across the international borders to learn the language of neighbouring nationalities.
The 35 Bhutanese High Official Delegates from various ministries of Royal Govt. of Bhutan is on a week’s friendly relation tour to North Eastern States, including Arunachal Pradesh to strengthen ties with the neighbouring states and to explore possibilities of border trades and cultural exchange.

Terming the visit as an important academic programme wherein both the institutions will benefit and a good beginning for academic pursuits together, RGU Vice Chancellor Tamo Mibang in his deliberation introduced the varsity and its achievements. He also spoke about the recent introduction of choice based credit system in the PG courses and semester system in under graduate level in all the colleges. He highlighted about some of the best practices of the university, such as tapping of best talents of the country, up to date syllabus as per the need, conduct of exams and declaration of results and also on the ongoing major projects being run by the university amounting to more than Rs.27 crores. He further emphasized on the academic collaborations to be undertaken in the field of languages, culture and bio-diversity.
The head of the Bhutanese delegation, Chewang Rinzin of RIGSS briefed about the purpose of their visit to the university and informed that RIGSS, a 2013 established institute of Royal Govt. of Bhutan is entrusted with the task of training leaders of diverse fields in governance and to act as a think tank of the country.
Arunachal Legislative Assembly remembers Sangma
ITANAGAR, Mar 21: The Arunachal Pradesh Legislative Assembly paid rich tribute to former Lok Sabha Speaker Late Purno Agitok Sangma who passed away on March 4 at the age of 68. The house observed two-minute silence as a mark of respect to the departed soul.
In his obituary reference on the first day of four-day budget session of the Sixth Arunachal Pradesh Legislative Assembly which began today, Chief Minister Kalikho Pul termed Late Sangma as a popular leader and a true nationalist who in his long political life earned recognition, name and fame in national politics. Late Sangma worked tirelessly for the uplift of tribal communities, Pul said.
A veteran leader and distinguished Parliamentarian from North East, Late Sangma contributed a lot towards the development of the NE region and a source of inspiration, mentor and a guide for many leaders, the Chief Minister said.
Speaking on the immense contributions of the former Lok Sabha Speaker in the growth and development of North East, Pul said that hailing from a tribal village of Meghalaya with a humble background; Late Sangma could achieve success through his sheer determination and hard work. Late Sangma was a multi faceted personality whose distinguished services would always be cherished for years to come. “With his demise we lost a prominent figure from north east”.
Earlier, initiating the obituary reference, Assembly Speaker Wangki Lowang termed him an exceptional person and a prominent figure of North East. With his demise, the region and country in general lost a great leader, he stated.
Congress MLA and former Home Minister Tanga Byaling and BJP MLA Japu Deru also participated in the discussion. Byaling said that the death of the former Speaker was a great loss to North East and nation and prayed for eternal peace of departed soul.
Deru expressed his profound grief over the demise of Late Sangma and termed him as one of the great leaders of north east.
Panel of Chairmen: Speaker Wangki Lowang announced the names of four MLAs as panel of chairmen for conduct of business during the current session. The members are - Tage Taki, Tumke Bagra, PD Sona and Phosum Khimhun.
Motions adopted: The house adopted the seventh report of the Business Advisory Committee presented by the Speaker and moved by Parliamentary Affairs Minister Wanglin Lowangdong, besides adoption of various motions moved by Lowangdong regarding election of members to serve the Committee of Public Accounts, Committee on Estimates and Committee on Public Undertakings.
Earlier, Power Minister T N Thongdok laid various papers relating to State Electricity Regulatory Commission.
City Police cracks murder case
ITANAGAR, Mar 21: In a major breakthrough, City Police has cracked a murder case of Naharlagun Police Station with arrest of all the alleged accused in the case.
A body of an unknown person was recovered from Papunallah near Dree Ground and a case in this regard was registered in Naharlagun Police Station under section 302 of IPC after receiving an FIR on February 23.
Following the case, Naharlagun Police under close supervision of Superintendent of Police (SP) Devender Arya and SDPO, Naharlagun J Basar swung into action and finally succeeded to arrest all the alleged accused and co accused involved in the case.
The deceased has been identified as James Naik, originally from Tinsukia, Assam, who was staying in Capital Complex for the last few years. Naik allegedly had an illicit relationship with a local woman in the Capital, SP Arya said.
“The woman in question was called for interrogation, but she could not give any lead. The cell phone recovered with the body was sent for CDR analysis. However, it was found that he was not using the same,” the SP informed in a release.
The first clue came from WPS Itanagar Case (No.79/13 u/s 436/323 IPC) in which the deceased was an accused. His relationship with the woman was seriously objected by the family members of the woman and that led to murder of Naik, the SP said. According to Arya, Nabam Panyor of Kusuk village of Mengio under Sagalee Police Station of Papum Pare district is the prime accused of the case.
Other alleged co accused are Byabang Dokio, Khioda Yajik of Langdung Village of Palin under Sangram Police Station of Kra Daadi district and Nabam Mesap, who were also arrested in connection with the case, the SP added.
Health Commissioner calls for dispatch of medicines before monsoon
ITANAGAR, Mar 22: The top officers of the Health Department as part of monsoon preparedness exercise on Sunday inspected the Central Drug Store and S&T section of the Health Department, Naharlagun to assess the status of medicine procurement process, buffer stock position and delivery of medicines in the districts.
The team of officers led by Commissioner Health and Family Welfare Hage Kojeen spent entire day in verifying and cross-checking the dates of expiry, quality and quantity of medicines in stock, quantity of medicines received and yet to be received so far by the districts.
The Commissioner, who found everything OK during the verification, however, suggested certain improvements in record keeping and medicine storage. The Commissioner asked the Joint Secretary to complete the physical verification of remaining stocks within the next few days.
The Commissioner also advised the Department to receive the remaining quantities of medicines from the suppliers immediately and dispatch medicines to the districts before the onset of monsoon.
He also asked the Department to shortlist defaulting suppliers, if any, and to take appropriate action against them as per rules.
Though the department is yet to receive the full quantity of medicines from the suppliers, sufficient medicines have been made available in the districts, said DHS Dr. Moji Jini. He suggested the DMOs to requisition extra requirements before the rainy season starts. Dr. Jini apprised the Commissioner about the problems faced due to non availability of proper and adequate Drug storage.
Other members of the team included Joint Secretary CN Longphai, MD, NHM PN Thungon, Director Finance, NHM, Habung Yangbo and other officers of the Health Department.
Family of man killed in hit and run case, inquiry demanded

RUKSIN, Mar 21: Alleging police inaction in the ‘hit and run’ case, wherein one person succumbed to head injury; the family members of the victim have demanded the higher ups of East Siang Police to expedite the investigation process.
According to police report, a Maruti (Swift) vehicle (AS-03 M-0379) hit one Bhaikan Gogoi (48) from back side on National Highway-13 near here on March 4, who sustained severe head injury and later died in hospital.
The deceased worked as Pipe-mechanic in a tea garden near Ruksin and he was riding a motor bike at the time of incident.
Ruksin police based on Inner Line Permit and entry record in Ruksin check gate has confirmed that the vehicle was owned by one Manuj Kr Paul of village Bansbari of Bishnupur in Jorhat district. Police had already sent requisition to Assam police seeking their assistance for nabbing accused (car owner), but he remains untraced.
The officer-in-charge of Ruksin Police station, K Duggong rued shortage of manpower and lack of vehicle in the station and reasoned it for delay in solving the case.
“Our police team is all set to reach Jorhat in search of the accused and the vehicle involved in the accident”, told the OC.
Deceased Bhaikan hailed from Jonai, Assam and he left behind his wife a couple of children, who are staring at early investigation of the case.

Bhardwaj said unexplored Arunachal will attract Bollywood filmmakers with its rustic essence, quaint surroundings, hovels and amazing people. He added that East Siang’s beauty and its people mesmerized the “Rangoon Stars” and will turn the place as shooting-friendly destination.
“Film shooting here can prove cost effective and Pasighat in particular will be popular among the filmmakers for its natural locale, cheap production cost, no star-struck crowd, calm life with people emphasizing on their day-to-day work rather than crowding around vanity vans,” said Bhardwaj. On behalf of team Rangoon, Bhardwaj conveyed gratitude to the East Siang district administration in particular and the state as a whole for coordination and hospitality.

Suresh Rana - Star attraction of JK Tyre Arunachal Festival of Speed

Governor for timely completion of Bogibeel Bridge
ITANAGAR, Mar 21: Governor of Arunachal Pradesh JP Rajkhowa visited the under construction Bogibeel Bridge near Dibrugrah, Assam on Monday and called the Railway officials to expedite the work of the twin rail-cum-road bridge taking all necessary and possible measures to meet the deadline for completion.
Rajkhowa, who interacted with the Railway officials after making an on-the-spot visit of the bridge, reiterated that the bridge must be completed within the revised timeline of mid 2017, if not earlier, there should not be any further extension of time.
The Governor, who met the Union Minister for Railways, Suresh Prabhakar Prabhu in New Delhi on March 16 said that the project is not only vital to the people of Assam but also to the people of Arunachal Pradesh.. He opined that it will have huge impact in overall connectivity and in the socio-economic development of the region, particularly to Eastern half of Arunachal Pradesh.
Besides an on-the-spot briefing, the Deputy Chief Engineer of Bogibeel Project, S. Kaimai of the Railways gave a PowerPoint presentation to the Governor on the progress of the project. Earlier in the morning, the Governor visited the offices of the Additional Deputy Resident Commissioner(ARC) and Deputy Director of Supply and Transport (DDST) and Sub Divisional Food and Civil Supplies Officer and Executive Engineer, PWD at Mohanbari, Assam.
He observed that the approach roads to theses important offices, which act as a lifeline for the supply of important commodities to border areas, a bridge for tourists and liaison for common people, are not in good shape. For the Godowns, there are no power-supply and concomitant electrical fittings. For the workers, there are no restrooms with basic amenities in the establishment.
He called for repair of the roads and renovation of the offices at the earliest. He expressed surprised over present poor state of affairs that inspite of the visits by Secretary and Director, Food & Civil Supplies, there is hardly any improvement in the ground. He expressed his resentment over the state of affairs. The Governor asked the officials to take immediate steps for the improvement. He also urged the departments concerned to take up urgent minimum repair works. He also wished that zonal officers may be stationed at their zones and not at Itanagar.
The Governor also found the work of the new Arunachal Bhawan at Mohanbari unsatisfactory and he desired that the work needs to be expedited. The Governor also visited in the Circuit House, which serves the people from eight districts of the Eastern Arunachal Pradesh.

Pul introduces 2 bills in Assembly
ITANAGAR, Mar 21: Chief Minister Kalikho Pul today introduced two important government bills -- Arunachal Pradesh Tourism (Trade Registration and Regulation) Bill, 2016 and Arunachal Pradesh Right to Public Services Bill, 2016-- during the budget session of the assembly today.
The Arunachal Pradesh Tourism (Trade Registration and Regulation) Bill, 2016 would help in safeguarding the interests of tourists visiting the state and ensure sustainability of tourism growth in the state besides helping in formalizing the largely informal sectors of tourism industry through registration and certification.
Under the Bill, a few officers of the Tourism department would be vested with magisterial powers, including the power of compounding, in case of cheating, overcharging, harassment, pestering and touting faced by the tourists.
The Bill would also streamline the activities of tourism in the state within set framework, standardization of facilities and protocols and to bring about tourism activities legally within the administration of the Tourism department.
The Arunachal Pradesh Right to Public Services Bill, 2016 would deal with systematic and time bound delivery of services for all government servants.
It would also ensure right-based approach by empowering the public with the right to receive delivery of services within stipulated time lines.
The Bill would also enable the citizens to access government services and obtain information in a unified and simplified manner and enable government to provide the required services seamlessly.
The Chief Minister also laid the Arunachal Pradesh Indian Medicine Council (General) Rules, 2015 and presented the Appropriation Accounts and Finance Accounts (Vol-I and II) for the year 2014-15. PTI
13 Parl Secretaries allocated portfolios
ITANAGAR, Mar 21: Chief Minister Kalikho Pul on Monday allocated port folios to 13 newly appointed Parliamentary Secretaries, who took oath of office and secrecy on March 18.
According to a government notification, Chow Tewa Mein has been allocated the department of Environment & Forests, Phosum Khimhun - Power, Punji Mara - Horticulture, Rural Development & Panchayati Raj, Jomde Kena-State Transport and Land Management.
Paknga Bage got the important Home, Alo Libang - PHE & WS while Gum Tayeng was allocated Water Resources department, Tapuk Taku -Power (Electrical), Jambey Tashi - Rural Works and Tatung Jamoh - Industries, Agriculture.
Zingnu Namchoom was given Tax & Excise, Textile & Handicraft and Mutchu Mithi was made Parliamentary Secretary of Sports & Youth Affairs.
Tsering Tashi would hold portfolio of Education.
Woman raped in Pasighat

ITANAGAR, Mar 21: A 38-year old woman was allegedly raped by two men in Pasighat on March 17 last. An accused identified as Takang Saroh has been arrested while the other, Naku Dai is absconding.
According to OC PS Pasighat Nikom Riba, the victim, who is an widow and mother of four, was raped in an agricultural field nearby in inebriated state by the duo on the night of March 17 last.
The case was registered with Pasighat police station (case no. 60/2016 under section 376 D) on Monday.
Meanwhile Nino Welfare Society has claimed that the victim was kidnapped and then raped.
The society has sought immediate arrest of the other accused failing which it has warned of democratic movement.
Dirr Minnam performed
AALO, Mar 21: Dirr Minnam, a traditional practice to keep away famine, ill luck and bad omen usually performed before celebration of Mopin festival was held under the guidance of Golden Jubilee Central Mopin Celebration Committee President and Secretary Doi Ado and Henrik Basar at Gumin Kiin on Mar 20 last.
Committee members and representatives from various sectors of Aalo who had congregated at Gumin Kiin later marched towards confluence of Sipu and Yomgo River for purification. The age-old ritual has been revived with zeal and traditional fervor this time around to mark the Golden Year of Mopin festival. (DIPRO)
DC calls for coordinated efforts from NGOs
ZIRO, Mar 21: Lower Subansiri DC Kemo Lollen has called for coordinated efforts from all the NGOs in assisting the district administration to work for the development of the society.
He was addressing a coordination meeting of all NGOs of the district held in the DC’s office chamber today.
With important projects like TAH and the WHS yet to pick up speed, Lollen emphasized on the role of NGOs in creating awareness in the society to pave the way for such developmental activities. A clear communication channel has to be established between the NGOs and the district administration, he said while urging the NGOs to inform the administration about all their activities.
Giving special emphasis on WHS, he proposed to hold a public referendum. He also took stock of the initiatives by SMILE Ziro, a Ziro-based NGO which has been assigned the awareness activities for WHS.
Representatives of a total of 17 NGOs who attended the meeting, appealed the district administration to look into matters like strict time tables for wine shops, curtailing high price of commodities during festivals, stray animal, revival of village wells to deal with water scarcity, mental health awareness and requested continuation of Mission Clean Kley. Free Hepatitis-B vaccination camp at Dirang
DIRANG, Mar 21: A Hepatitis-B Vaccination Camp was organized at Dirang on March 19 and 20 for the locals of Dirang circle under TSP.
A scientific lecture on the topic ‘Love your Liver and Live longer’ was delivered by Dr. Joken Bam, Scientist, ICAR-NRCY to spread awareness about the importance of a healthy lifestyle for a healthy free liver, Hepatitis and World Hepatitis Day. The programme was followed by free vaccination camp with support from Community Health Centre, Dirang wherein a total of 2231 people benefitted from the camp by getting themselves vaccinated against Hepatitis-B.
The programme was organized by ICAR-NRCY, Dirang in collaboration with 4th Battalion, Indo-Tibetan Border Police, Dirang and Himveer Wives Welfare Association at Ramakrishna Sarada Mission Girl’s School, Khasso.

Forest department conducts awareness camp

RUKSIN, Mar 21: The department of Environment & Forest in collaboration of All East Siang District Students Union (AESDSU) on Monday organised a day-long awareness meeting on protection of flora & fauna, at 12 Mile village under its Ruksin territorial range.
Addressing the programme, Pasighat DFO, Tabang Jamoh stressed on concerted efforts on protection of the remaining forest wealth and biodiversity for the future generations. He appealed the student leaders, gaon burah and panchayat leaders to help the forest department in controlling illegal activities such as deforestation and hunting on wildlife.
DFO (Wildlife) T Mize urged the local people to constitute ‘Biodiversity Committee’ at different levels as per central government guideline.
The local Gaon Burahs in the meeting demanded the forest authority to check operation of Band Saw-mill, alleged that it is fueling illegal felling of tree in the protected areas besides destruction of natural vegetation. The officials also urged the department to implement anti-erosion scheme in Poba RF as Sille river erodes many acres of forest land every year.
Among others, Range Officer Y Potom, Organizing Chairman, Ojing Taying, Progressive Rubber planter, Ojing Aze and public leader Devish Panyang also spoke on the occasion.
Reconsider closure of engineering wings in non-engineering depts.:ANYA
ITANAGAR, Mar 21: Stating that around 200 engineers mostly Junior Engineers will be affected by the recent Cabinet decision to wind-up the isolated wings of non-work department like sports, education, tourism, panchyati raj etc., the All Nyishi Youth Association (ANYA) has requested the Chief Minister to intervene, reconsider and readdress the decision.
In a memorandum to the Chief Minister, ANYA said the engineers absorbed on permanent basis on higher post shall face problems in parent cadre for inter-seniority and superseding of senior officers and affect the ongoing projects.
It also stated that the contractual Junior Engineers number 200 in Panchayat Raj and SSA, while the strength of non-technical staff working under engineering wing of various departments is more then 400. Winding up the engineering wings will render them jobless as their salaries are charged against the scheme. Many multi-crore central and state funded ongoing schemes in those departments would be held up affecting the work quality with time over-run and cost escalation, it added.
Further, stating that Central schemes like NEC, NLCPR, USIS, RMSA, RUSA etc in department like sports, education etc. requires strict monitoring of work quality and proper utilization of fund, ANYA stated that being the nodal department, engineering wings may be retained to monitor the works executed by other department like PWD, RWD, PHE etc. and for minor maintenance of existing structure.

PASIGHAT, Mar 21: Eminent members from the Adi community and members of Kepang Erang Kebang of Pasighat remembered their eminent political and social leader, Kabang Borang on his fourth death anniversary on Monday.
The Kepang Erang Kebang (KEK) had organised the programme at Pasighat residence of Mamang Borang, wife of late Kabang Borang, which was attended by hundreds of community members. They further recalled the valuable contributions of their Borang’s contribution and urged the younger generations to emulate his wisdom.
Speaking on the occasion, KEK, president, Todol Pertin recalled late Borang as a distinguished personality who made immense contributions towards the socio-economic development of the state. He informed that KEK would conduct such programme every year to remember the departed leader.
Another speaker Manggin Perme said that Kabang Borang was still alive in his heart and soul, and would remain so forever, by virtue of his unparalleled social service, love of humanity.
East Siang Zilla Parishad Chairperson, Kaling Dai recalled that late Borang was a successful leader who took the Adi society steps ahead. His social contributions will always be remembered by younger generations, he affirmed.
Among others, president of Bogong Banggo Kebang Oyem Dai, Pasighat DMO, D Perme, KEK Secretary General, Anning Borang, Tokbom Perme also spoke on the occasion and recalled the contributions of late Kabang Borang.
Borang was born in 1939 at Ayeng village of East Siang. He was the first Agency Council (NEFA) member of the state and elected as member of Siang Zilla Parishad in 1969. He was elected to the first Legislative Assembly in March 1990, and then in the next two consecutive elections also he was successful and served as state’s cabinet minister holding portfolios like Forest and Environment, transport, Law & Judicial and Home etc during his political career. He also served as Board member of Eastern Railway, Telecom, Development Bank of India and post and telegraph.
Kabang Borang died on March 21, 2012.
Rijiju’s brother’s death mourned
ITANAGAR, Mar 21: Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has expressed shock and grief over sudden demise of Khilu Rijiju, the younger brother of Union Minister of State for Home Affairs Kiren Rijiju.

In the world of indigenous talents

In terms of local talents, God has been profoundly generous with Arunachal Pradesh but the selfish mortals running the inglorious systems has been failing consistently to convert the munificent gifts into a series of success story. The lack of proper mechanism to support the extraordinary talents or to separate them from the ordinary throng reflects the ungratefulness of our system in nurturing the local talents.
Occasionally, though as a symbolic gesture, our crooked system does pat the back of the local talents but they don’t bother to care or involve beyond it. Our system has the history of throwing itself behind the self-made local talents, not to push them forward but to bask in the ‘free’ glory. I don’t think our heartless system would have displayed such remarkable passion, if it meant fostering fresh/new talents.
Literally, with a simple disapproving nod our powerful system has the ability to tweak the destiny of the local talents from almost famous to total obscurity. Over the years, our system has been accused of misusing its infinite power; otherwise, a certain section claims that the local talents would have managed to make a difference with their endless potentials.
During the embryonic phase, the pampering local talents require is often diverted to people flaunting high and mighty connections. The real talents are left to languish and those equipped with recommendation are allowed to steal the show. Eventually, luck which usually plays a minor (5%) role in the success of the local talents ends up enacting a massive (95%) part in their life. Thanks to the discrimination, hard work doesn’t count anymore as everyone has started relying on luck for success.
Apart from being gifted, characteristically, like our system, the local talents are also hugely egoistic. In the face of refusal, the local talents don’t try twice even if it means burning the second or the only chance provided by their knack. As both possess ego in abundance, the stubborn system doesn’t offer any opportunity nor does the impatient local talents beg for it. The ruthless system ends up annihilating the expectations of the local talents and the local talents are coerced to walk home with another story of failure to share with their eager peers.
From the realm of obscurity, an act of optimism or a simple leap of faith might have brought them to the limelight. Lack of optimism, the local talents has been unable to achieve the fruition of their ability.
For instances, they pursue higher education outside the state but head home to hunt jobs. They fill the job application forms accusing the interview to be rigged. They capitulate even before penning a single word on the answer sheet, yet they go on blaming the system for their failures. It is impossible to befriend success with such accusing trait.
By the way, no matter how much we curse or accuse, at the end of the day, we all are an integral part of the flawed system. If given an option to select between kin and talents, we all know what our individual choices will be. (The writer can be reached at simaitom @gmail.com)
Training on Bee keeping commence
BOMDILA, Mar 21: The three days training programme on Bee keeping and its co-relation with Kiwi wine production and other Agri-Horti produces commenced on Monday at Bomdila.
Attending the inaugural function, West Kameng, Deputy Commissioner AK Singh called on the progressive farmers of the border blocks who had turned up in large numbers to venture into multiple cropping of Bee keeping, Kiwi, Apple and Walnut etc. which other than increasing one’s income would also enhance the flow of tourists to the district.
Encouraging the farmers to practice Bee keeping and Kiwi wine production citing the potential market in and outside the state, Singh said that more co-operative societies should come up in order to facilitate effective processing and marketing.
Earlier, Deputy Registrar of Co-operative Societies (DRCS), Kenbi Riba who has been organizing such programmes in the border blocks, spoke at length on the prospects of Bee keeping, Kiwi wine production and other agri-horti produces of the district.
Director, Institute of Co-operative Management, Guwahati, Dr. K.I Meetei, Director, Manav Jeevan Seva Trust, Mumbai, Deva Shetty, Padmanabh Punekar, Satyen Chaudry, Arun Mitra specialist in Italian and Indian bee, Mahendra Das specialist in Indian Hive bee and Dr. ND Singh, Programme Co-ordinator of KVK Dirang would be imparting the theoretical technical know- how in the first two days followed by field visit and site demonstration on the third day.

AACWA demands introduction of Single Bid System
ITANAGAR, Mar 21: All Arunachal Contractors’ Welfare Association (AACWA), in representation to Chief Engineer, CSQ, Department of PWD, GoAP demanded for early introduction of ‘Single Bid System’ at all executing agencies and departments.
AACWA, in its representation, stated that most of the contractors have been facing unnecessary harassment and financial expenditure in preparing documents as sought by the tendering authorities to fulfill the eligibility criteria during tender process in spite of official order issued by Commissioner, PWD instructing the department/agencies that no extra documents for pre-qualification in any kind of tender for those firms/contractors, who are already registered under-APECWD 2008, will be required.
AAWCA said that all necessary documents/papers, such as work experience certificates, engineering and staffs, tools and plants, VAT registration copy, PAN card Etc. are submitted to the enlisting authorities during registration of contractor of various classes/categories under Arunachal Pradesh Enlistment of Contractors in Works Department Rules, 2008.
It also stated that some Executive Engineers of PWD in compliance with the order have adopted Single Bid System in tendering process as per norms laid down by CPWD and Arunachal Pradesh Enlistment of Contractors in Works Department Rule 2008. AACWA appealed to instruct all the Chief Engineers of various departments for implementation of Single Bid System during all kind of tendering process.
Training held on commercial cultivation of mushroom
ITANAGAR, Mar 21: A day-long training and awareness programme on commercial cultivation of Mushroom was conducted by the CSIR-North East Institute of Science & Technology Branch, Itanagar at Banderdewa today.
During the programme, Senior Technical Officer, Dr.Budhen Ch. Baruah highlighted the medicinal and food value of edible mushroom to the trainees and requested all to stop collecting wild mushrooms for consumption as most of them are inedible. He further emphasized the need to cultivate known varieties of mushroom which are available at NEIST office with the help of simple scientific method for sustainable income generation. A practical demonstration on preparation of mushroom bags was also carried out.
Later, Dr. Baruah also distributed 20 pkts of mushroom spawns free of cost to the trainees during the training.
DGBR Lt Gen Suresh Sharma inspects roads under BRTF
ITANAGAR, Mar 21: Director General Border Roads (DGBR) Lt. Gen Suresh Sharma inspected the ongoing works of 48 BRTF /Project Udayak (Lohit and Anjaw districts on Mar 18.
CE (P) Udayak, UC Mehta and Col Commander 48 BRTF (GREF), C Rajashekar briefed the DGBR about the ongoing works being carried out by 48 BRTF. DGBR Sharma expressed satisfaction on the works being undertaken by 48 BRTF and directed for rigorous pursuance for quality works in the interest of the nation.
The DGBR also inspected the double laning work between Tezu to Demwe and commended the quality works being carried out on the stretch inspite of extreme climatic conditions and difficult terrain, according to an official release.
District planning committee meet
CHANGLANG, Mar 21: The department of Panchayat on Monday conducted district planning committee meeting under the Chairmanship of SDO N Wangjen, i/c Deputy Commissioner-cum-Chairman DPC. The meeting was held to finalize GPC wise schemes submitted by the member secretaries of the concerned GPCs.
The schemes which were already passed by GP Sabha and the concerned Anchal Samities were placed before the DPC which were perused and accorded approval to take up during the current financial year under Fourteenth Finance Committee grant. The Meeting was attended by member secretaries of GP, ZPMs and ASMs of the district. (DIPRO)
AEMA reconstituted
ITANAGAR, Mar 21: Arunachal Electronic Media Association (AEMA) was re-constituted a with senior correspondent of DY365 Mukul Pathak as the president and CEO of Arunachal News 24x7 Sapna Tayem as general secretary for a tenure of three years.
While addressing the new committee members, Pathak sought cooperation from all, including local cable news networks of different districts, for the growth of electronic media in the State.
He also desired to hold a joint meeting with all the cable operators in the State in May to discuss various issues of the association and take up them with the appropriate authority.
As per resolution passed in the meeting, AEMA will work to adopt a broadcasting policy by the Govt. of Arunachal Pradesh, and a separate expert committee will be constituted for preparing the framework of the policy within a month.
Create more Traffic Wardens posts
ITANAGAR, Mar 21: The Itanagar Traffic Wardens (ITW) has appealed to Chief Minister and Home Minister to create more post under Arunachal Pradesh Traffic Police in order to absorb the ITW. At present 4 batches of ITW is manning traffic within capital complex. In a release the traffic wardens claim that they are paid meager salary and are struggling hard to meet their ends.
“Besides creation of post, we seek immediate enhancement of our salary to at least Rs. 12000-15000 per month. We face difficulties in maintaining family and in paying house rent in Itanagar,” the ITW stated. Further they have appealed to the law makers to raise their plight in the ongoing budget session of Arunachal Legislative Assembly.
Social service conducted at Bukhung Putu Hari village
ITANAGAR, Mar 21: Volunteers of Tasso Clan Youth Organization have conducted a cleanliness drive at the approach road to a graveyard, Bukhung Putu under Hari village on Mar 19 last.
The area has been turned into a waste dumping ground due to constant neglect and was polluting the environment, the Organization informed.
AAPUEA reiterates demand
ITANAGAR, Mar 21: The All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA) has reiterated its demand for implementing Sarva Shiksha Abhiyan, School infrastructure by Technical Support Group (TSG).
In its complaint letter to the chief secretary, it has blamed state project director, Rajya Mission, for its non implementation.
‘We have a junior engineer cum state civil coordinator as a state level coordinator in place of chief engineers or superintending engineers. For the district project coordinator, a assistant teacher(A) or junior teacher or one civil coordinator in the rank of junior engineer in place of executive engineers/assistant engineers and for the block level engineers, a coordinator in the rank of AT(A)s/JTs are functioning as engineers..,’ it’s letter to the chief secretary reiterated.
The association has sought intervention of the CS to repatriate all teachers functioning in place of engineers and appointment of proper candidates for the post.
GPNFEST, 2016 begins
ITANAGAR, Mar 21: The GPNFEST, 2016 of Government Polytechnic Namsai was inaugurated by Namsai DC RK Sharma on Mar 16 last.
Addressing the students on the occasion, the DC advised the students to be disciplined and concentrate on their studies along with other so co-curricular activities. Namsai 186 Battalion CRPF of Commandant Hqtr, Anil Minze who also attended the programme distributed sports items to students.

Massive plantation drive conducted
AALO, Mar 21: People of Panya, Pakam, Dego, Bogdo, Rigo, Loyi, Lollen, Kamduk, Kamchi, Kami, Lomi and Ado besides representatives of Land Donors Committee Aalo township organized a massive plantation drive from Nehru Chowk to Pakam Tinali here on Mar 20.
During the drive, the volunteers planted 400 saplings of different varieties on both sides of RCC pavement of the said roads to create awareness among citizens on deforestation.
The Committee also lauded the DFO, Nyali Ete and Forest Ranger, Lomkar Kamchi for providing saplings and fencing wire free of cost for the drive. (DIPRO)

YINGKIONG, Mar 21: In all, 55 women trainees were given a knitting machine each by NEEPCO on the concluding day of an over two month-long skill development training programme organized by the NEEPCO Siang Project Yingkiong under its Corporate Social Responsibility with support of Upper Siang department of Textiles & Handicraft scheme at Old Community Hall here today.
Lauding NEEPCO for sponsoring the initiative Upper Siang DC, Remo Kamki further advised the trainees to put into practice the knowledge acquired from the training in their life.

The appeal of Adi Bane Kebang (ABK) seeking Scheduled Tribe status for the Mishings residing in the state has received hostile reception from people of Arunachal Pradesh. Large sections of citizen are averse to this demand of ABK. Though demand may be genuine especially for those Mishings who are settled in places like Oyan since last 60 years but still it has created panic among the Arunachalees. ABK has lot to explain to the people of state. Can they guarantee that Mishings of Assam will not seek ST status in Arunachal by taking this opportunity?
Also granting of ST to Mishing might open floodgates for other ethnic communities
to make similar demand. Deori's settled in various parts of eastern Arunachal has

Importance of Parents in a Child’s Life

"The best way to get your child to listen to you is to develop a meaningful relationship with them, without judgments and anger". Now a day's, parents are more interested in making money then developing healthy relationship with their children which is very essential in the growing life of a teenager. Most of the children in today's era are manner less partly because they adopt this style thinking it makes them look cool and partly because their parents have spoiled them by giving expensive things without any restrictions, by which parents think that they are fulfilling their needs where as they are actually fulfilling their children's wants not needs. There was a time when children used to make parents their "idol" but in today's generation parents are treated as dirt, humiliated by their own children. It is often said that "if you want to make a tree straight then you can only do it when it is flexible i.e. when it is small; otherwise it is impossible to make an established tree straight". Often parents fulfill financial needs of their children and have misconception that they are performing their duty of parenting by doing so, whereas the fact is that children needs more emotional attachment with their parents. Teenage is a tender age and an age of transformation, where parents have a huge role to play. There was a time when entire family used to have dinner together, sharing their feelings and emotions. But now parents are busier in their working life, they don't eat together, they don't enjoy outing together and as a result they don't have time for each other to share moments, feelings, time. They even feel shy to hug their own kids thinking they have grown old, but no worldly comfort can compare to the comfort a child gets from a hug from his/her parents. It is not that parents should not work or earn money, besides it is a fact that they earn money to secure their children's life but when children are spoiling their life by being addicted to various drugs and alcohols because of being lonely in their life, what will be the use of those money when their children will have no future. Parents should work hard meanwhile they should also have time for their children who expect their parents to come and talk to them every evening. A friend can advice good things bad things, can lead to good path as well as bad path, but a mother/ father would always say what is better for their children and will only lead their children into the path of goodness and prosperity. Just as a tree needs nurture and care to become an established tree, parents should become the one to nurture and care their children, just as a strong tree needs a strong root, parents should be the strong foundation of their children. It is said that "a student's life depends on teacher", and who would be the greatest teacher than parents in this world.

Apropos to the report that Myanmar's democracy crusader, Suu Kyi's confidant and proxy has been elected President will have long term impact on the political dynamics of Myanmar. Similar proxy for Indian National Congress President Sonia Gandhi, 10 years back weakened the national party and placed several major political and administrative decisions of the nation in jeopardy; which were believed to have been pulled from behind the curtain by forces other than ex PM Dr. Manmohan Singh. This has impacted Indian democracy as well as progress of the Indian nation due to executive decisions being mishandled as a result of invisible and complex power struggle. Furthermore, this has weakened the Indian Congress party politically devastatingly with severe losses in elections. One more lesson to learn from history is that often such low tone proxies have turned against their own masters; and bite them back severely once they got the taste of power. This decision is going to impact establishing democracy in Myanmar as well as the future of the nation significantly. Myanmar stands at the cross roads of history and I sincerely pray that future power struggle does not hold back the nation in moving ahead. The military junta did a great disservice to the nation by preventing a and democratically elected individual with sweeping majority as well as national and international acceptance in holding the position of the head of the state. She represents the face of Myanmar and by blocking her political ambitions, the nation is possibly moving towards jeopardy like her Indian neighbour in establishing true democracy.

Corruption had always managed its stand in the recruitment process of Government Jobs in the state since years. But it could also convert into a giant drama is still a mystery to be unlocked. Last year, the Junior Engineer Written Exam, PWD to be conducted by the Chief Engineer, Coordination, vigilance and Training was cancelled 2 days before the scheduled Exam date. And later, the Chief Engineer and Superintending Engineer were reshuffled and new CE and SE were assigned to the department of Coordination, vigilance and Training. After few months exam conducts but this time Superintending Engineer was head of the Exam unlike earlier when the CE was conducting the exam.
To add more fuel to already worsening circumstances, the Office of SE, Coordination,
vigilance and Training is delaying the result by pretending that it is going through

Dear Editor,
This is in reference to recent AE advertisement under WRD department where 70 percent is reserved for Persons with disability (PWD) which completely sounds irrational. Authority concerned must not forget that every year, out of 100 engineers that graduate, 90 is physically fit whereas PWD student comprise of just 10 percent. If such ratio is followed then it will render many youths unemployed. So, it's my earnest request to the department to look at the matter and maintain proper distribution ratio as per rule.

An Open Letter to Minister, PWD
Dear Editor,
This is draw your kind attention that your predecessor had broken all laid down norms.
Although JE posts is Group B non gazette and falls under the domain of State Public
Service Commission yet it was shown as Group C posts as per the outdated RR framed
in 1980's. Such a practice is a clear violation of the Arunachal Pradesh Service
Limitation Act as well as the directives of Ministry of Personal and Grievances Act
GOI which Arunachal had adopted in 2009 under the signature of the then CS Tabom
Bam. According to this Act, all posts with pay scale of above Rs.9200/-
Although, the helpless unemployed Engineers of the State raise their voice and even drawn the attention of Excellency the Governor, yet the PWD Minister and the all powerful SE Coordination PWD went ahead with the conduction of written tests.
Now with the charge of PWD Minister and the daring CM Kalikho Pul who had already declared a big no to corrupt practices, the unemployed Engineers especially those who do not have any political and financial backups, are eagerly waiting for cancellation of the entire exercise and handing over the same to APPSC for early conduction of the recruitment process.
